One of the methods available is by offering a Pay Now, Pay Later system. You can offer either a fixed $ amount or a flat percentage and customize this rate for each proposal.

When customers go to checkout, they will be prompted with the option to pay in full or the payment amount you've selected on their proposal for Pay Now, Pay Later.
